HRA Committee News – September 2024

President’s Report

  • Alex Kovacevic and Joel Wald managed to get 20 minute meeting with the Victorian Minister for the Environment, Steve Dimopoulos regarding the Great Forest National Park proposal. They got a good hearing and a positive response from the Minister.
  • The safety and first aid training program is progressing. We have received some funding from MA towards the cost of the workshop. We have a venue booked for November 16 and 17 and need to start promoting it.
  • The Licence & Equipment proposal has been drafted and committee comments have been incorporated. We have written support from 11 clubs across Australia so far. This proposal seeks to have Motorsport Australia re-introduce a Club Level Rally Licence and, in conjunction with that licence level, to re-introduce/maintain the 5 year extension on expiry dates for harnesses and helmets. I expect this proposal to be formally submitted to MA staff and ARCOM early in October.

New Membership Management System and website

Work continues on implementing a new Membership Management System and website. We have created a draft version of the new site and we’re currently review and updating content, as well as testing the membership and member-self-service transactions. This coming along nicely and we anticipate rollout of the first elements of this new system later this year.

Update from Competition Secretary – Peter Canals

  • Calendar for 2025 should be finalised at next VRAP meeting
  • 6 round VRC confirmed Mitta, Akademos, (4 joint with VCRS)
  • 6 round VRCS confirmed – Mitta, Rally in the Valley, Ada, Nissan, Valley Stages and Bog a Duck.
  • Dates are not yet final as people have asked for similar.
  • Looks like a busy year finishing with Alpine.
  • HRA is leading the VCRS

Promotion

There was two great promotional events organised by Rob Cranston over the last couple of months.

The first and by far the biggest was Maling Road Autoclassico. HRA had 10 quality cars and was only just pipped for best display by a whisker. Organisers estimated an attendance number of 20,000 people which is how it felt on the day.

The other event was Coffee with the Cars at Assetini Café. A smaller affair but still one that created some interest from the public.

Review of the HRA Rules/Constitution

Kerril has made some significant progress with the review and update project of the HRA Rules of Association.

We expect a draft of the new document to be available in the near future for all members to inspect. Keep an eye out for a notice of Special Resolution outlining changes soon. This will require a Special General Meeting of members to vote on the changes.

Club Championship Scores Update

Following the Moonlight Meander, Nick Wright, our Club Scorer, has updated the scores for all the Classes in our 2024 Club Championships.

With the cancellation of this year’s Valley Stages round of the VCRS championship, Melbourne University Car Club have added the Bog-a-Duck Rally to the VCRS calendar. Since it is replacing the Valley Stages, it will be a round of the Club Championship also.

This means we only have the Bog-a-Duck on October 20th and the Bagshot Rallysprint remaining for you to earn points in the Championship.

Whilst there are only 6 days between the 2 events, it means we have a total of 7 rounds and your best 5 will count towards the total.

The Bagshot Rallysprint is also a round of the HRA Autocross & Rallysprint Championship.

The 1961 Shell Two Day Trial Re-run, to be held this weekend, is the last round of the 2024 Touring Championship.

On behalf of the Historic Rally Association (HRA), we invite you to enter our 2024 Bagshot Rallysprint.

The Event will be conducted at the Bendigo Car Club property at Bagshot (Bendigo Motorsport Complex and the property known as ‘Kings’), about 35 km North East of Bendigo (Vicroads Map 44 J3, Melway Map 609 F1, Google Maps link) on Saturday 26/10/2024.

Our plan is to give Competitors 6 runs of the 3k circuit, which includes roads in the Bagshot Complex. There will be 3 timed runs run Anticlockwise and 3 timed runs Clockwise, with the best 2 times in each direction will count for your score. You will get a recce run in each direction.

A Motorsport Australia Level 2S licence is all that is required, Roll Cages are not required (but recommended), so it is an ideal event for Standard Car Challenge competitors.

As an HRA event, the event eligibility will be based on 2wd non turbo vehicles.

There will only be 40 entries accepted, so don’t leave your entry until late, if you break your toy between entering and the event, you will get your entry fee back.

If you are unable to enter, you are welcome to come up and give us a hand to run the event, we will need some officials to stand on corners and other jobs.

HRA Committee News – August 2024

Presidents Report

Owen reported that he managed to get a meeting with his local member of parliament who expressed strong support for the position of car clubs not losing access to current state forest areas. It was also suggested that any legislation regarding National parks would not be forthcoming in this term of government.

An update to this since the committee meeting is that we have now secured a meeting with the Minister for the Environment to put our case for retaining rallying in all the current state forest areas. Stay tuned for a report from that meeting over the coming weeks.

Other Items of Business Discussed.

  • The committee approved the release of a new Information Privacy Policy and Procedures document. This document will be published on the club website in the very near future.
  • Vice President Tim Shepherd reported on the final motorsport meeting at the Ballarat Light Car Club autocross venue which is about to be re-developed into an industrial estate. There was a large turnout of both competitors and spectators with a healthy contingent of HRA members on hand to farewell what has been a long-term and fondly remembered facility.
  • Progress on the new membership management system is now ‘full steam ahead’. Steve Hollowood is well advanced on the new website component and will start work on trialling the membership module within the next few weeks in conjunction with membership secretary Kate Officer.
  • 2025 event calendar. The VRAP opened applications for events for inclusion in the 2025 calendar. Unfortunately, the online form they used malfunctioned so there is a bit of work to ensure they captured all the applications that were actually submitted.

    If anyone is planning on running an event next year and has not yet let Matt DeVaus know about it, please do that ASAP.
  • The committee is currently working on a proposal to MA regarding the current rally licence structure and dates for equipment and apparel. This is a response to recent concerns raised by a number of HRA members about the spiralling costs and difficulty in compliance which is forcing some members to review their ability and willingness to continue as competitors.

    The committee completed a draft proposal which it will continue to develop with the support of HRA members Dave McAdam and Gerry Bashford. This will then be distributed to other rally clubs in an effort to raise further support for the proposal before submitting it to MA later this year.

    2024 HRA Championships: Progress Scores, August 2024

    A message from the Scorer

    Many competitors have overlooked the need for Drivers and Co-drivers/Navigators to register individually. In many cases, only one crew member has been scored as they are the only one registered.

    As the registration process is new for this year, we are allowing some leeway in when you register. If you get your registration form in before the end of August, I will backdate your points to the beginning of the year. (Complete the 2024 Series Registration form here.)

    If you enter your first HRA Championship event after the start of September, make sure you register before the event starts. No backdating after the end of August.

    As long as you are registered as an HRA competitor, you do not have to enter events as an HRA crew (although we always appreciate it if you give your points to the association).

    I also need some help in getting copies of results. Most rallies end up on www.results.vicrally.com.au, so I can find them there. Please send results to me if you have them for an event that hasn’t appeared in these progress scores.

    Key members of an event’s organising committee (Clerk of Course, Assistant CoC, Checker, Secretary) are entitled to compensatory points. Ideally, the Clerk of Course for a championship event should nominate which of his/her team is to receive points, in which championship** and the role each played. This should be done by the time the event results are produced. Again, we will allow some leeway while everyone gets used to the new rules. Let’s catch up with this by the end of August—send a new registration form with your request for compensatory points in the “Note to the Competition Secretary” field.

    1961 Shell Two Day Trial Re-run

    Round 4 of the 2024 HRA Touring Championship

    Saturday 5 & Sunday 6 October 2024

    Welcome to the 1961 Shell Two Day Trial Re-run.

    Crews for the SHELL Two Day Trial Re-run will be traversing as close as possible the 1961 Event route. We will be using the original versions of the Broadbent’s 3 Series maps as used in 1961.Some of the original roads have disappeared and we will not be using others as there is a time constraint to get all crews to Bendigo for the half-way break on Saturday night.

    We have added to the original event in the form of a total of four relatively short Regularity Stages with two on Saturday and two on Sunday. Some crews may elect to not do these stages, doing the Tour only. There will be by-passes of these stages.

    Our starting point for the event will be the Shell Reddy Fuel Outlet at Taylors Lakes on Saturday 5th October with the first car leaving at 8am.

    We hope to get all crews into Bendigo by 6pm to allow time to get to the Bendigo Club for dinner.

    Rally Headquarters will be at the Best Western Crystal Inn 233 McIvor Highway Strathdale.

    So perhaps try to book accommodation in the area.

    For Saturday night, we have booked a room at the Bendigo Club, 22 Park Street, Strathdale. Bistro Meals will be available

    Sunday start will be at 8am from Bendigo with the finish at The Wollert Community Centre mid to late afternoon.

    The event will be using several of the 3 Series Broadbents original event maps so for event preparation crews could brush up on converting Miles to Kilometres and vice-versa.

    We hope you enjoy this event and gain some sense of what it was like to compete in a 1960’s Trials Championship event.

    Breakfast with the Cars

    All members are invited to come to the first “Breakfast with the Cars”.

    This will take place at Assettini Espresso, 600 Waverley Road, Malvern East commencing at 7.00am.

    Come and enjoy a fun breakfast with fellow club members in a great relaxed setting while chatting cars.

    Bring your partners for a nice Sunday morning social get together in a nice relaxed atmosphere.

    We are hoping that this may the first in a series of casual get togethers so come and enjoy some great easy time with fellow members.

    2024 Down the Drains – Results and Solutions

    A message from the Clerk of Course…

    On behalf of the Directing team, I would like to thank everyone who came out and braved the weather on Saturday. We had 20 crews for the day which is a good number of crews, of course we would always like more.

    We would also like to thank the Pakenham Car Club for allowing us to utilize their grounds again and putting on breakfast and lunch again.
